The Department of Development is responsible for expanding and diversifying the City’s tax base and economic climate by attracting new businesses to Newport News and by assisting existing businesses with their growth. It is also responsible for providing an environment in which businesses are able to retain existing and create new desirable jobs.

Programs

The Department of Development administers the city's Enterprise Zone, Facade Improvement Grant and Commercial Rehabilitation Property Tax Abatement Programs, and supports the Residential Rehabilitation Property Tax Abatement Program.

It also provides assistance to local businesses to obtain federal HUBZone certification. The Department of Development staffs the Economic/ Industrial Development Authority of the City of Newport News, Virginia.

Loans

The Department of Development manages several low-interest business loan programs. It can provide a depth of financial expertise to companies seeking to relocate or expand to Newport News.

Additional Operations

The Department manages the city's Seafood Industrial Park, as well as several business and industrial parks. It operates an active business visitation program to assist existing businesses in Newport News. It also serves as a liaison with a variety of local and regional agencies and undertakes special projects to promote the development and redevelopment of the city.
