The Newport News City Council is comprised of seven members – the mayor (elected at-large) and two members representing each of the three districts (South, Central and North). Terms are staggered to avoid a complete changeover of City Council with one seat from each district up each election cycle. Elections are held in even numbered years on the Tuesday after the first Monday in May. The Vice Mayor is elected by majority vote of City Council after every election at its organizational meeting.
