Recovery Operations Center: A Unique Community Asset

The Recovery Operations Center, located at HHW_SC550 Atkinson Way, offers resources for waste disposal and recycling. The services available for residents are among the most unique combination in Hampton Roads. The purpose of the facility is to capture unwanted material and recover, re-direct, or dispose of the material in the most effective and environmentally responsible manner. The facility includes the now-inactive Denbigh Landfill Management Program, which treats and provides landfill gas for heating at Mary Passage Middle School and the Denbigh Recreation Center. The Recovery Operations Center is open from 8:00 AM to 4:00 PM Monday through Saturday (except holidays).
The facility offers bulk waste disposal, bulk household recycling, metals recycling, white goods recycling, yard waste disposal, and “off-rim” tire collection to Newport News residents paying the Solid Waste User Fee. Four off-rim tires can be accepted per resident per month (limit 12 per year). In addition, the facility offers electronics recovery and recycling and household hazardous waste collection to all City residents. These services are available on Fridays and Saturdays (except holidays) from 8:00 AM to 4:00 PM.

Mulch and compost products are produced from leaves and arboreal debris from residents. Compost is certified by the US Compost Council and is routinely tested by the Virginia Polytechnic Institute and State University (Virginia Tech) and ROC3_aerial_SCPenn State Universities for quality and performance. These products are available for sale to the general public, including businesses. For current pricing, please call the Recovery Operations Center at 757-886-7947. The facility was recognized in 2016 by HRSD with the Diamond Award for having perfect compliance in their management of the facility for the past ten consecutive years. The Newport News facility was the only such facility in the region to receive this distinction.
