The Street Maintenance Division of the Newport News Department of Public Works maintains over 1,500 lane miles of roadways throughout the City. To keep on top of the condition of our roads, Street Maintenance staff utilizes a comprehensive pavement management system known as MicroPAVER.

At the heart of this management system is the Pavement Condition Index, a number between 0 and 100 that indicates the general condition of the pavement, with 0 representing the worst possible condition and 100 representing the best. The Newport News Pavement Management Team inspects every roadway maintained by the City on a regular basis to identify the number and type of visible distresses and the severity. Major road repairs (reconstruction or resurfacing) are also tracked in the MicroPAVER system. The Pavement Condition Index is generated for each roadway based on the visual inspections and the major road repairs that have been completed. Reports are generated based on the Pavement Condition Index to identify City-maintained roadways that need no immediate attention, roads that are in need of minor or routine maintenance, roads requiring preventive maintenance and roads in need of major rehabilitation or reconstruction.
