Comprehensive Agreement for SCOT Center Relocation and Construction

City Council last night authorized the City Manager to enter into a comprehensive agreement with W. M. Jordan Development to construct a new Service Center for Operations & Transportation (SCOT) for Newport News Public Schools.  The new, updated facility will continue to house support functions such as child nutrition services, plant services, transportation and warehousing, but also include mailroom and print shop operations currently housed at other locations. Moving the facility from its current location adjacent to Jefferson Lab to an area off of Turnberry Boulevard between Jefferson and McManus will also make land at the current site available to support potential future expansion of the national laboratory. The negotiated comprehensive agreement provides for a Guaranteed Maximum Price for the project of $38,811,692.

The SCOT relocation project was initially submitted under the Public-Private Education and Infrastructure Act (PPEA) as an unsolicited proposal from W.M. Jordan Development. In accordance with the City’s PPEA guidelines, the proposal was reviewed, competing proposals were solicited with two additional submissions received, and all three were evaluated. The city decided, based on that evaluation, to move forward with the W. M. Jordan proposal. 

Properties for Newport News Redevelopment and Housing Authority
City Council approved the transfer of two city-owned properties to the housing authority in support of revitalization activities in the Southeast Community. The property at 1036 28th Street will be used to construct a single-family Habitat for Humanity home as part of its First-Time Homebuyer Program. The property at 2800 Marshall Avenue will be used by for the housing authority’s HOME Builder program.

Appropriation of State Transportation Funds

State funds along with the required city matching funds totaling $15.2 million were appropriated by City Council last night for several transportation projects. 
The grants of $7.95 million are through the Virginia Department of Transportation’s Revenue Sharing Program and Transportation Alternatives Program, and the City’s match of $7.25 million are from the Streets and Bridges category of the Capital Improvements Plan. The projects include:

Jefferson Ave Streetscape (12th – 24th streets) - $4,000,000
Campbell Road Reconstruction - $2,000,000
Habersham Drive Improvements - $2,000,000
Hogan Drive Extension - $6,300,000
Chesapeake Ave Bike Trail - $400,000
Washington Ave Streetscape - $500,000 

Other Actions

The agenda item regarding a conditional use permit for a pet care facility at 12531 Warwick Boulevard was continued to the March 27th meeting at the request of the applicant. All items on last night’s regular City Council meeting agenda were approved, and the entire Council meeting can be viewed on-demand.

Next Meeting
The next regular meeting of the Newport News City Council will be Tuesday, March 13. City Council typically meets the 2nd and 4th Tuesdays of each month at 7:00 pm in City Council Chambers, City Hall, 2400 Washington Avenue. Meetings are shown live on the City's Cable Channel NNTV (Cox Ch 48/Verizon Ch 19) and are streamed live on www.nnva.gov/nntv. City Council meetings are also available to be watched on-demand the day following the meeting. Oftentimes City Council holds work sessions in the 10th floor conference room of City Hall in the afternoon before the regular meetings. Work sessions are open to the public.
