Community Work Alternative Program (CWAP)
Purpose
To secure placement in nonprofit agencies for youth Court-ordered to complete community service hours.
Goals & Objectives
Juveniles remain in the program until the successful completion of assigned work hours and/or court date or until unsuccessfully terminated.
Eligibility Criteria
This program is accessible to juveniles ages 14 through 17 years who:
CWAP creates an opportunity for juveniles to gain a sense of responsibility for their actions while providing a beneficial service to the community. In addition, CWAP allows the court and court officials an opportunity to address non-compliant behaviors in a less restrictive manner.
Program Operations
Participants are assigned to various community-based nonprofit agencies within the cities of Newport News and Hampton.
Unique / Innovative Aspects
CWAP provides to the court and other agencies a means to hold juveniles accountable for non-compliant behaviors while providing opportunities for these youth to serve their community in a positive manner. CWAP teaches and promotes a sense of volunteerism so that juveniles may pursue their affiliation with community agencies beyond their involvement in the program.
Agencies currently participating in the CWAP include the Foodbank of the Virginia Peninsula, the Habitat for Humanity ReStore, First Baptist Church Morrison, Gospel Light Cares, Newport News Police Department, Old Hampton Community Center, Northampton Community Center, Huntington Tennis Center, James A. Fields House and Gethsemane Baptist Church.

- To provide a cost-effective program for juvenile offenders that emphasizes juvenile accountability, while educating juveniles to the cause and effect of their actions
- To reinforce juvenile accountability
- To provide a viable service to the community, while creating a sense of community service within the juvenile
- To provide the court with an alternative sanction to address non-compliant behaviors
Juveniles remain in the program until the successful completion of assigned work hours and/or court date or until unsuccessfully terminated.
Eligibility Criteria
This program is accessible to juveniles ages 14 through 17 years who:
- Have been processed through the Newport News Court Services Unit Intake Office
- Have been adjudicated and ordered to participate by either the Newport News Juvenile and Domestic Relations Court
- Are ordered to participate while under the supervision of the respective Circuit Court pending the appeal process of a juvenile court conviction
- Are in post-dispositional status and referred by the assigned Court Services Unit as a graduated sanction for non-compliance with established supervision rules
