Greater Hilton Area Plan

Purpose

The City of Newport News is facilitating an update to the Hilton Area Neighborhood Plan that was adopted in 1998. The planning process will identify the successes achieved in the last 23 years from implementing the original plan and identifying opportunities for improvement. The new Greater Hilton Area Plan (GHAP) will evaluate potential redevelopment opportunities and encourage neighborhood and commercial stabilization. 

When adopted, the Greater Hilton Area Plan will serve as an amendment to the One City, One Future 2040 Comprehensive Plan.

Location

The proposed plan area is larger than the original Hilton Area Neighborhood Plan boundary, and will be bound by J. Clyde Morris Boulevard to the north, CSX railroad tracks on the east, New Market Creek (Government Ditch) to the south and the James River to the west.  


Hilton Area Neighborhood Plan

On February 24, 1998, the current guiding policy document, Hilton Area Neighborhood Plan, was adopted as an amendment to the City’s Framework for the Future comprehensive plan. In addition to the historic Hilton Village, the plan boundary included: Rivermont, North Newport News, North Hilton, Brandon Heights and gateways along Warwick Boulevard and Main Street.

Several recommendations from the 1998 plan have been implemented, such as: streetscape improvements (including creation of parallel parking stalls); gateway enhancements along Warwick Boulevard; façade improvements along the commercial core of Hilton Village; updated design guidelines to ensure Historic Hilton retains the English, Dutch Colonial and pre-Georgian architectural style; drainage enhancements; beach re-nourishment; and much more.

Planning Process

The Greater Hilton Area Plan is being led and managed by the Newport News Department of Planning. The planning process has included a variety of public engagement opportunities over the past two years.  Two advisory committees helped inform the planning process:  a Technical Advisory Committee (TAC), comprised of city staff representing departments and a Citizen Advisory Committee (CAC) made up of Greater Hilton residents.  As part of the engagement process, there were several virtual and in-person stakeholder meetings, as well as an online/mailn-in survey.

Below is a recap of the virtual community meeting for the Greater Hilton Area Plan (GHAP) that was held on Thursday, May 27, 2021 at 6:00 P.M.  The meeting aired on the Newport News Facebook Page and NNTV (Cox 48 and Verizon 19).  After a presentation on the GHAP, staff responded to questions and comments received on the Facebook feed and via email.  


Status

We are in the final phase of the plan process.  The draft Greater Hilton Area Plan will be reviewed by the TAC and CAC prior to being presented to the Planning Commission and City Council in Fall 2023.  Citizen input will be taken during the public hearings.
