Lee Hall Area Plan
The City of Newport News is in the process of updating the 1997 Lee Hall Area Plan, which is a policy document driven by community input. Over the past 23 years, market conditions and trends have changed, as have many of the physical characteristics of the area. The objective for the plan is to establish a vision to reinvigorate local businesses, preserve the historical character of the area, re-establish a sense of place and community, and attract new investment. Once adopted, the Lee Hall Area Plan will serve as an amendment to the City's One City, One Future 2040 Comprehensive Plan.
The plan area is bound to the north and east by the Newport News - York County Line, to the west by the Newport News - James City County Line, and to the south along Fort Eustis Boulevard and Dozier Road. The study area includes Oakland Industrial Park, Newport News Park, Skiffe's Creek Park, several historic landmarks including Lee Hall Depot, Lee Hall Plantation, and Endview Plantation, as well as the residential communities of Crafford Park, Carter Estates, Carleton Falls, Edgemoor, Water's Ridge, Chelsea Place, Lee's Landing, Cedar Hill, and South Lee Hall and a portion of the Naval Weapons Station military housing.

The Lee Hall Area Plan is being directed by the City of Newport News Department of Planning. Two advisory committees have been created with representatives of City departments and local residents and other stakeholders. A series of community engagement presentations will be held over the next 10 months and an online/mail-in public input survey will be posted.
