Development Plan

Any proposed subdivision of land requires the submission and approval of a development plan and a final subdivision plat. More information is available in Appendix B – Subdivision Regulations of the Newport News Code of Ordinances.

  • Preliminary Development Plan - A subdivision of land of more than fifty (50) lots, the extension of an existing street(s), or the creation of a new street or streets requires submission of a preliminary development plan for review.
  • Development Plan - A subdivision of land that will result in an increase (or potential increase) of residential, commercial and/or industrial density shall submit a development plan for review and approval.

Requirements

Applications and checklists are intended to assist the applicant in producing a complete submission package. Incomplete submission packages will not be accepted or distributed to city departments/divisions for review and comment. An incomplete submission can cause significant delays to developments of all scopes and sizes. Fill out the application and checklist carefully to make sure that all necessary information is provided on the plans or as part of the submission package.

Review Time


  • Initial development plan review and comment period is sixty (60) days.
  • Revised development plan review and comment period is forty-five (45) days.
  • Submission packages must be complete.

Preliminary Development Plan


  • Initial filing fee - $250.00 + $10.00/lot shown on the plan.
  • Revised filing fee (required for the third and all subsequent submissions) - $250.00.
  • Plan revision after approval (phased or altered) - $100.00.

Development Plan


  • Initial filing fee - $400.00 + $30.00/lot shown on the plan.
  • Revised filing fee (required for the third and all subsequent submissions) - $275.00.
  • Plan revision after approval (phased or altered) - $100.00.
