Under the Charter for the city of Newport News, the City Manager is required to provide financial information to the City Council. Specifically, the City Manager is required to:
The City Manager fulfills this duty by providing the City Council Quarterly Financial Reports. These reports, as developed by the Department of Budget and Evaluation, show (at four distinct quarterly periods of time during each fiscal year) the performance of the city's estimated revenues and operating expenses, the comparison between the two, and a projected year-end balance of operations. Included in the Quarterly Financial Reports is a description of potential events and issues that may have a positive or negative impact on the finances of the city.
