Acquiring an Extension Agreement

Developers seeking to acquire a “Water Pipeline Extension Agreement” from the City of Newport News, Waterworks Department, for the purposes of:

  • Extending pipeline
  • Adjusting existing facilities
  • Fire hydrant additions(s)
  • Single check detector assembly additions(s)
  • Meters larger than 2 inches

Newport News Waterworks is now using DocuSign!


To facilitate a more streamlined and timely way of processing your Extension Agreement, Newport News Waterworks is now using DocuSign. 

Using DocuSign will allow your agreement to be completed, signed and executed within the same day, avoiding delays previously incurred using the “print and mail” method. During the transition to this process, we ask for your cooperation and patience as we adjust to this new way of doing business. To use DocuSign, the person legally able to enter into agreements needs to complete and sign the Electronic Signature Disclosure & Authorization (ESDA) Form. 

The “Guidelines to Process a Water Pipeline Design and Extension Agreement” have been updated and a link to the Electronic Signature Disclosure & Authorization (ESDA) Form is provided.
