About your Electoral Board
Each county and city in Virginia have a bipartisan local electoral board composed of three members who are appointed by the respective Circuit Court.
Electoral boards have the authority to administer all aspects of elections, including oversight of the Director of Elections/Voter Registrar, protection of ballots, and the appointment of election officials. The local boards are responsible to the State Board of Elections.
Board members serve three-year terms. Appointments are staggered so that each year one expires on the last day of February. Members can be reappointed and serve an unlimited number of terms.
Two members belong to the political party that received the highest number of votes in the most recent gubernatorial election. One member belongs to the party that received the next highest tally. The chairman of the board and the secretary must represent different parties.

The public can attend meetings.
An electoral board is a public body as defined under the Freedom of Information Act, or FOIA. Therefore, all regular board meetings are open to the public. A public notice will be posted at least three business days prior to each meeting, usually on the locality’s official website.
The board may hold closed meetings only in a few limited circumstances allowed by FOIA or another law. Minutes, a record of the discussion, are required for all meetings and are available to the public after being finalized and approved by the board.
