How to Participate

Citizen involvement in the planning process is critical to ensure that diverse interests and perspectives are considered and incorporated into the comprehensive plan. Citizens will have the opportunity to contribute throughout the planning process through the following methods.


CPCAC meetings are open to the public; however, there will not be time for public comment during the meetings. Comment cards will be available for you to share your thoughts and ideas with the CPCAC. These cards can be filled out and submitted during the meetings or they can be sent to the Department of Planning afterwards.


Comment cards are available for download or can be picked up at the Planning Department and during CPCAC meetings. Completed cards can be turned in at the end of CPCAC meetings, scanned or filled out online and e-mailed, or mailed to:

The Issues and Opportunities Questionnaire was downloadable during the data collection and analysis phase of the plan process.  Citizen input was sorted by relevance and grouped by themes or topic areas and shared with the CPCAC for consideration as they developed a vision statement, goals and recommendations. Citizen input is summarized in the What We Heard reports.


Have additional questions or comments? You can reach the Comprehensive Planning Division at 757-926-8761. Comments can be sent to the Planning Department through an email established specifically for the Comprehensive Plan update.


Community workshops were conducted in summer and fall of 2014. Additional workshops and/or open houses are planned for 2016. As events are scheduled, information will be posted here.


Updates on the status of and other information related to the comprehensive plan process will be posted on the Department of Planning website.
